Civilian eyewitness reports of the September 19, 1976 Tehran UFO incident came from residents in the Shemiran district who called Mehrabad Airport reporting bright, star-like objects or glowing "bird-like" craft. Additionally, the crew of a commercial passenger airliner in the vicinity experienced sudden communications blackouts simultaneously with the military jets.These initial civilian phone calls prompted the Mehrabad air traffic controller, Hossein Pirouzi, to visually confirm the object himself and notify IIAF General Youssefi, who in turn authorized the military jet interceptions. Ground civilians near the reported landing site in Karaj also reported seeing brilliant lights and hearing strange sounds.
